Aims & Objectives
The major objectives for which the Council is established are: promote export of leather, leather footwear, leather products and their components; facilitate import of raw materials, know how, resources, equipment and machinery required for promotion of exports of leather and leathergoods; encourage and assist in the balanced development of leather sector in Bangladesh; promote increase and maintain the industrial utilization of slaughterhouses and leather and leather industry by-products/ wastage like bristles, fleshings, shavings, intestines, blood, cat guts, buffs, goats and cow tail hairs, preserved/ stuffed specimen of birds; promote and disseminate useful information on leather sector and allied industries so as to enhance the contribution of the sector to the growth and development of the national economy; promote, protect and safeguard the interest of all the members of the Council representing the leather sector; act as a clearing house and information centre for members of the Council and to provide common services for their common benefit; maintain liaison with any agency setup for grading or laying down the standards of quality and packing in respect of leather & leather products intended for export; make such recommendations and suggestions to the Government as may be necessary or expedient to the development, production and sales promotion of the leather sector; undertake all measures as may be necessary to assist, support, promote and improve production of leather & leather products for export; work with the government, semi-government, private and industrial agencies with participatory approaches; make the Government and other agencies aware of and be responsive to the needs of the leather industries for healthy and rapid economic growth; develop linkage with different institutions/ enterprises home and abroad for the development of the leather sector; send trade mission to, or receiving such missions from, foreign countries; provide legal support/ advice to the members of the Council as may be required to safeguard the interest of the Council as well as of the industry; ask the Government and other authorities in framing appropriate Tax & Tariff policy and also to make changes in laws and practices conducive to the growth and development of leather sector; frame and monitor a code of business ethics and general standards of business conduct and practice and promote fair competition and healthy trade practices amongst the leather industries; help in the development of human resources required by the leather sector; undertake training or educational programme constantly to develop, promote, advance and increase the value added products in the leather sector; set up and assist to set up a common facility center/ institute for testing training, standardization and design centers for upgrading the technology in the leather sector; study, carry out and sponsor research/ study on problems and prospects of the leather sector; undertake project and to provide facilitation services to all stakeholders in planning, implementation and evaluation of development project; edit, print and publish journals, books, brochures, flyers and services of the Council as deemed expedient and in particular by circular, purchase and exhibition of works of interest, by publication of books and periodicals or any other kind of literature and by granting prizes, awards and donations; institute awards, scholarships, for outstanding work to an individual, company or organization in the leather sector; enlist the services of experts and to have at its disposal expert advice on matters relating to the leather sector; undertake and settle all matters of dispute either between the Council members or between the members and others by arbitration or otherwise in accordance with the main objectives of the Association; and undertake any other activities to fulfill the aims and objectives of the Council.
